BMP Tools

At the Urban Stakeholder Committee (for more information on this, please see the Council’s SBX7-7 webpage on September 20th, 2010, the CA Department of Water Resources presented this calculation tool for use by water agencies in calculating their 2020 gpcd targets. This is currently one of two options for Method 4. Please download this calculator and use it with your agency’s data; submit any comments on the model to DWR. It is important that the methods and tools for gpcd target calculation be accurate and functional for these potentially complex methodologies.

BMP 3: System Water Audit - Free Software from AWWA

This FREE Water Audit Software provides a gateway for water utility personnel and any other interested parties to download and use the software and provide feedback to the Water Loss Control Committee. The software allows water utilities to quickly compile a preliminary audit in the standardized and transparent manner advocated by AWWA.

BMP 11 Rate Design Model

Excel based tool developed by the Canadian Water Works Association (CWWA) to calculate the uniform volume rate based on a water supplier's long-run incremental cost of service and the associated meter charge.

WaterSmart Guidebook: Water Use Efficiency Plan and Review Guide
The WaterSmart Guidebook is now available! This book is a Water Use Efficiency Plan and Review Guide for new Businesses which provides information on water-saving technologies applicable in the commercial, industrial, and institutional sectors and is intended for use as a resource. Produced by EBMUD, the Guidebook was coauthored by Council Executive Director, Chris Brown, prior to his coming to the Council. The information in the guidebook is intended to be updated periodically.  The book is also available on CD or by email. If you have questions or need more information, please contact Water Conservation Administrator Charles M. Bohlig at cbohlig@ebmud.com or (510) 287-0491.

CUWCC Cost-Effectiveness Spreadsheet

Use the Cost Effectiveness Analysis (CEA) Tool to help guide decision making on an appropriate methods of conservation program implementation. The tool is series of MS Excel spreadsheets that evaluate a one-year investment in implementation compared to the benefits in lifetime water savings. This “return on investment” approach is useful to understand the basic business case for the various Programmatic BMPs, Flex Track and annual savings towards Gallon Per Capita Per Day (GPCD) targets as the compliance approaches for the current CUWCC MOU (as of June 2011).

The CE spreadsheets are updated from past CUWCC spreadsheets that evaluate the old (pre-2008) BMPs one at a time. The past and current methodology is based on the approach developed from worksheets within American Water Works Association (AWWA) Pacific Northwest Section publication, Water Conservation Handbook, 1993 authored by Bill Maddaus and others and recently republished as Water Conservation For Small and Medium Utilities (AWWA, 2010).

Must be a Group 1 Member to download the CEA tool.

DSS Model is Provided as a Member Benefit to Group 1 Utilities

When seeking a more comprehensive and multi-year program planning tool, use the Decision Support System (DSS) model to help complete your long range water conservation plans. The DSS model provides a robust cost effectiveness analysis of existing or new custom conservation programs. With more detailed features than the CEA tool, including a water demand forecast, assessment of plumbing code benefits, and more careful consideration of conservation potential, the DSS model provides a higher level of accuracy for long-term conservation measure costs and savings for Group 1 utilities.

Originally created by Maddaus Water Management in 1999 and continually upgraded with new features, the DSS Model was thoroughly tested by the Council in 2006. The Model has been used for over 150 agencies nationwide serving water to more than 15 million people.

Direct Utility Avoided Costs/Environmental Benefits Models

The purpose of the Direct Utility Avoided Costs and Environmental Benefits Studies project was to conduct research and develop a model that will assist water utilities with calculating avoided costs and developing methods to quantify for the first time the environment benefits and costs associated with implementation of water efficiency programs.

Resale Rates by County

Housing resale rates, by county, which can be used to estimate residential toilet replacements assuming a retrofit-upon-resale ordinance. This is necessary to calculate the BMP 14 Coverage Requirement for your agency. Please refer to MOU Exhibit 6 for more information on the BMP 14 coverage requirement.

Sample Spreadsheets for Conservation Rate Structures

Excel spreadsheet examples to be used for designing, evaluating and implementing conservation rate structures.

Toilet Counts Forecasting Spreadsheet

Compiled from U.S. Census and American Housing Survey data, this spreadsheet includes persons per household, toilets per household, and water use per toilet figures for California's hydrologic regions and toilet count forecasts by county.
